Implementation of further automation in Navis

Dear All,

We would like to inform you about implementation of further automation in Navis in order to improve Customs Supervision process, what was requested by the Customs Officials. We are introducing a new hold called CUSTOMS EXPORT PERMISSION on 2nd of October 2023. This hold will be active on all goods and laden export containers pre-notified in Navis by Shipping Line. The hold will be removed automatically when the MRN of the export customs declaration, transit declaration, WDS or T2L document is overwritten in the “CEN Number” field in Navis.

We would kindly ask you to use the automatic option of overwriting customs clearance numbers in Navis using the Polish Port Community System (Polski PCS). Details of the process itself and the ‘step-by-step’ instructions are available here.

We would like to bring to your attention that export customs declarations should be placed with adequate notice. Customs Broker is responsible for verification whether the proper customs clearance number is applied in Navis until Cargo Cut Off (Customs Clearance Deadline applicable in Ship Schedule). If the CUSTOMS EXPORT PERMISSION hold is still active in Navis during Cargo Cut Off process, the container will be removed from the load list.

We would also like to inform you that a new hold called MISSING AGENT PERMISSION was implemented in Navis on 13th of September 2023 as the first stage in the process of introducing Polish Port Community System’ (Polski PCS) fees. In the first phase of the introduction, i.e. from September 13, 2023 until further notice, the PCS fee will not be charged and the hold MISSING AGENT PERMISSION will not block the loading of the container to the vessel or picking up by road or rail. Please kindly note that overwriting the MRN of an export customs declaration, transit declaration, WDS or T2L document in the “CEN Number” field in Navis does not release the MISSING AGENT PERMISSION stop.
