MRN Import Form

Dear Customers,

we would like to inform you that the Baltic Hub terminal, through the PCS system, allows automatic overwriting of the MRN in the Navis system after the release of the goods covered by the customs declaration, in the AIS, AES and NCTS systems. Overwriting the MRN releases the container in the terminal operating system, allowing the container to be picked up or loaded onto the vessel.

 

There are situations in which the goods in a container are released for customs procedure, but the MRN has not been overwritten automatically, due to, among other things:

  • failure of the customer to indicate the PCS code in the declaration;

  • incorrect recording of the DS002 code;

  • no message from PUESC to PCS;

  • missing container number on each notification item.

To support the handling of containers in the above situations, the Baltic Hub terminal, in agreement with the Customs Office “Container Terminal”, provides an application prepared by the Polish PCS to complete the MRN numbers in Navis in IMPORTS, available on the website under the link MRN form

 

To apply for the entry and release of a container in Navis, fill out the form available at the link. When the form is filled out correctly, the entry in Navis will be added automatically. After that, feedback on how the case was resolved will go to the applicant at the email address provided in the form. Please note that the application supporting the Baltic Hub for entry of the MRN into Navis does not apply to situations where there are errors in the customs declaration, such as a missing container number or an incorrect container number. In those cases, you will need to submit an appropriate application and cooperate with the relevant customs authority.

Customs Export Permission

Dear All,

We would like to inform you about implementation of further automation in Navis in order to improve Customs Supervision process, what was requested by the Customs Officials. We are introducing a new hold called CUSTOMS EXPORT PERMISSION on 2nd of October 2023. This hold will be active on all goods and laden export containers pre-notified in Navis by Shipping Line. The hold will be removed automatically when the MRN of the export customs declaration, transit declaration, WDS or T2L document is overwritten in the “CEN Number” field in Navis.

We would kindly ask you to use the automatic option of overwriting customs clearance numbers in Navis using the Polish Port Community System (Polski PCS). Details of the process itself and the ‘step-by-step’ instructions are available here.

Manual input of MRN in “CEN Number” field is possible only after customs formalities have been completed, i.e. after Customs Authority accepted following messages: IE507, IE007, IE515 and declarant in return has received messages as follows: IE525, IE025, IE529.

We would like to bring to your attention that export customs declarations should be placed with adequate notice. Customs Broker is responsible for verification whether the proper customs clearance number is applied in Navis until Cargo Cut Off (Customs Clearance Deadline applicable in Ship Schedule). If the CUSTOMS EXPORT PERMISSION hold is still active in Navis during Cargo Cut Off process, the container will be removed from the load list.

We would also like to inform you that a new hold called MISSING AGENT PERMISSION was implemented in Navis on 13th of September 2023. Please kindly note that overwriting the MRN of an export customs declaration, transit declaration, WDS or T2L document in the “CEN Number” field in Navis does not release the MISSING AGENT PERMISSION stop. In the following communications, we will keep you updated about any changes and we hope that this will improve our cooperation.

Missing Agent Permission

Dear All,

We would like to inform you that a new stop called MISSING_AGENT_PERMISSION was implemented in Navis terminal operating system on September 13, 2023.

The implementation of the above mentioned stop is the first stage in the process of introducing PCS fees. In the first phase of the introduction, i.e. from September 13, 2023 until further notice, the PCS fee will not be charged, the stop MISSING_AGENT_PERMISSION will not block the loading/unloading of the container to/from the ship or picking up or dropping by road/rail.

DSK – export, rail

Dear All,

We would like to kindly inform you that the DSK number was introduced in Navis for export containers delivered to terminal by rail as of 11th September 2023.

The DSK number will be visible in Navis system in the 'DSK Number' column once the train enters the terminal. DSK number will allow to close transit procedure or complete export customs clearance.

We hope that the implementation of the above will support the customs clearance process.

Dear All,

We’d like to inform you that, according to Newsletter No. Z/29/2022, on 4th of May 2022 Baltic Hub terminal has activated an option of automated applying of customs release number in Navis operational system, following customs procedures in AES system.

Customs declaration in AES system needs to be provided with additional information Code in field no. 44: PCS01 with description PL701071897800000.

Additionally, if the customs office of export is different from the customs office of exit (UWA ≠ UWU), the consent to exit requires the goods to be presented at the customs office of exit. The goods are presented to customs control once the container is delivered to terminal by sending IE507 message, according to Newsletter No. Z/55/2021.

Dear All,

We’d like to inform you that on 23rd of March 2022 Baltic Hub terminal has activated an option of automated container releases in Navis operational system, following customs procedures in AIS system and transit procedure in NCTS.

  • Customs declaration in AIS system needs to be provided accordingly to procedure detailed below:

  1. Provide an email address of temporary storage warehouse using Polski PCS email address in email field: customs_cargo@polskipcs.pl;

  2. In SAD document find field no. 40 and use code: Z-337 (independently of filling out/not filling out customs declaration regarding temporary storage in AIS system);

  3. Use additional information code DS001 and indicate terminal where container is located, using DCT code;

  4. Use additional information code DS002 if there is more than one declaration for the mentioned unit, mark them accordingly: DS002 1/3, DS002 2/3, DS002 3/3 etc.

This includes cases where part of shipment is declared in NCTS and part in AIS system (meaning it’s a combined declaration, where there are both release for free circulation and transit in one container).

  • Customs declaration in NCTS system needs to be provided accordingly to procedure detailed below:

  1. Provide additional information code PCS001 with description: PL701071897800000 (if there is more than 1 option – do it only for the first one)

  2. Use additional information code DS001 and indicate terminal where container is located, using DCT code;

  3. Use additional information code DS002 if there is more than one declaration for the mentioned unit, mark them accordingly: DS002 1/3, DS002 2/3, DS002 3/3 etc.

This includes cases where part of shipment is declared in NCTS and part in AIS system (meaning it’s a combined declaration, where there are both release for free circulation and transit in one container).

Please follow procedures described above.

Automated customs release does not include containers selected for Customs inspection.

In case of any issues there is an option of customs release in NAVIS, performed accordingly to previous procedures.
